Ozone Assessment

In 1991, the U.S. National Research Council (NRC) Committee on Tropospheric Ozone Formation and Measurement completed an assessment of the scientific information and databases relevant to tropospheric ozone. Their report, Rethinking the Ozone Problem in Urban and Regional Air Pollution, contained specific recommendations on improving the management of ozone pollution in the United States. The report found that gaps in our scientific understanding of tropospheric ozone severely hampered our ability to manage the problem, and it recommended establishing a coordinated program of research to address these gaps.

NARSTO was originally established in response to this recommendation. Its initial mission was to design and coordinate a coherent, long-term, science-focused, policy-relevant research program to improve understanding of ozone formation, transformation and transport for all of North America. The first NARSTO activity was to conduct a critical review of the current state of the science with respect to ozone. This review was published as a series of papers in Atmospheric Environment, Volume 32, Nos. 12-14, 2000. The second activity was to synthesize these finding in a document, An Assessment of Tropospheric Ozone Pollution: A North American Perspective, that provided a concise, policy-relevant statement of the science of tropospheric ozone for decision-makers and other stakeholders responsible for managing air quality in North America.
